This project will allow permanent protection and management of a 33-acre Whidbey Island property that is integral to the recovery of the golden paintbrush (Castilleja levisecta), a plant listed as federally Threatened and state Endangered. The proposed NAP is located on the west side of Whidbey Island. ii EXECUTIVE SUMMARY This Species Biological Report (SBR) is a comprehensive review of the biology and status of golden paintbrush (Castilleja levisecta) a perennial herb that was listed as threatened under the Endangered Species Act of 1973, as amended (Act), in 1997 (62 Federal Register (FR) 31740- Castilleja levisecta is a federally threatened species and is currently restricted to eleven populations in the Pacific Northwest. The species is extinct in the southern portion of its historic range, including the Willamette Valley, Oregon.
