Preheat the oven to 350 degrees and spray a 9×13" baking pan with baking spray. In a large mixing bowl add flour, sugar, powdered milk, baking soda and salt. Add in the melted butter, eggs and vanilla extract, whisk well to combine. Spread the mixture evenly into the baking pan. Make bottom layer mixture. In the bowl of an electric mixer, beat butter and sugar together on medium speed. Add the egg and salt, mixing well and scraping down the sides of the bowl. Proof yeast. Combine milk and water in a small bowl. Heat in the microwave for 15-20 seconds until just warm to the touch. Add half of the powdered sugar to the bowl and mix until combined, then add the remaining powdered sugar and mix again until combined. Carefully evenly spread the mixture over top of the mixture already in the pan.
