Pounder's boatyard near Throston Bridge, Hartlepool. c1920 HHT&N 824 Throston Engine House was built in the late 1830s to house a steam winding engine. This was placed here to haul coal waggons from the mines dotted along the Stockton & Hartlepool Railway to the staiths at Victoria Dock. They had to climb up a small but steep 14ft incline. This work continued on for a decade before disputes rose about the expense of shipping coal from this dock. In 1859 a Hartlepool Poor Law Union was created. Its purpose was to make provision for people in the district of Hartlepool who for one reason or another, could not provide for themselves. It remained in existence until 1930 when the Poor Law system was wound up.
